Indeed, you're right, you didn't say it.This wasn't mentioned in the
original bug report, but guessed (wrongly) by Malcolm Parsons.

M. Parsons mentioned "If he used adduser instead then these files
would not be copied to the users home directory." and later proposed
reassigning the bug to passwd, blaming useradd for the problem....and
Matthias Klose, the bach package maintainer reassigned the bug.

I've just check and, sure, adduser copies such files to the user home
directory.

useradd would have done so as well, but as I mentioned earlier, I
consider this normal behaviour at least for it, given it is not a
native Debian utility.

I leave to the adduser package maintainers to judge whether adduser
should be modified to avoid copying these files or not.
