Installation apparently relies on the chage command, which
refuses to work if there is no shadow file.  I'm not using a
shadow file because, back in some forgotten past, I was
warned against mixing shadow passwords and NIS.  I'd rather
not switch now, and I am (perhaps naively) thinking that HAL
should work in either configuration, shadow passwords or
not.

This was fixed in adduser 3.65
