I get the same errors as well with adduser and deluser.

I also noticed duplicate entries in /etc/adduser.conf as well, and I did
not alter that file either. /usr/share/adduser/adduser.conf also
includes those duplicated lines.

Removing the duplicate entries does not fix the problem.  Downgrading to
3.77 does resolve it here.
