[Apt-cacher-ng-users] apt-get update slow

informations :

apt-cacher
debian wheezy
ii  apt-cacher-ng                        0.7.11-2                      
i386         caching proxy server for software repositories

I have a faclility that have lot of ubuntu station (production line) and 
a FAI system to install it. the apt-cacher-ng on this facility use a 256 
kb link to the central center where there is another apt-cacher-ng 
server. this one have access to the Internet and to a mirror of ubuntu 
LTS. this mirror is never updated since 2 years : my compagny want to 
have always the same ubuntu station after an FAI install.

when I start FAI install it make an apt-get update that is slow (more 
than 3 minutes),
it's OK for me the local apt-cacher-ng have to refresh headers from the 
central apt-cacher-ng over the link
after that no problems , .deb are on the apt-cacher-ng cahce directory 
and install are very quick.

When a try to start another install 4 minutes later the first one, 
apt-get update is slow ( more than 3 minutes too). that's not ok for me.

As the install use the central mirror that is always the same. the 
headers don't need to be updated so I read the acng.conf and found that  
   "FreshIndexMaxAge: " should make the tricks for me.

I try FreshIndexMaxAge: 300       ( for me 300 --> 5 minutes) restart 
apt-cacher-ng on the server et then start an FAI install and 4 minutes 
later test if a second FAI install have the "apt-get update" slow : yes .

I try   FreshIndexMaxAge: 600 same think

I probably use the wrong option or have another problem, so if someone 
have a clue, it will be great :)
