Your usecase description is too short to understand what you actually
want. And the description on the page does not help either, or it
doesn't make sense WRT how I intepret your wish.

Actually, most of that option description talks about content validation
behavior. But this is not really applicable to acng because it doesn't
really do classic content validation and instead it relies on its own
knowledge about which kind of data is being sent through.

So, "collapsing" already happens for all static (package resp.
non-volatile) files; for volatile files there is also a request
coalescing scheme based on a configurable period in which the last files
are reported as new, and otherwise time based checks are
used (If-Modified-Since/If-Range).

And for SSL proxy mode, there is nothing we can control because it's
unmonitored raw pass-through traffic. Same for special pass-through
modes for Debian BTS.
