Update outdated man page for apt-offline.

Changes would include moving to the new opitons that were thought of when porting the argument parsing to argparse.

Another good thing would be to have the man page written in DocBook

The traditional manpage has been updated to the latest. Until we have a DocBook replacement, we will stick to the traditional manpage.
