Thanks.  

I use my linux laptop on the University network.  I had written a script to
set the http_proxy environment variable, and have since found that this was
not setting http_proxy to anything at all.  Entering export http_proxy=... at
the command line and then running apt-offline is now downloading successfully.

I think that a --proxy option would be useful.  I would then be able to use
the same command line on linux and Windows, and would have to remember fewer
things to make the process work.

However, I not sure that adding this feature only for me would be worth your
time!
