Thank you kindly for your response.  

Out of desperation, I wound up reinstalling linux and starting over and
apt-offline/apt-get are now both working as expected.

As a side note, before reinstalling the system, I did attempt to reset the
package database by performing an 'apt-get clean', but when the problem the
problem described persisted.
