Most Perl modules have separate build / test / runtime requirements;
since we can't distingish between build itself and test, they end up
in Build-Depends(-Indep), as the tests are run during the build.

If we want to run the test suite on the installed packages, we need
the test requirements installed, wich in practice means having the
packages in BD(I) available.
