Bug#722458: Make TMPDIR usable for non-root

Package: autopkgtest
Version: 2.3.2
Severity: wishlist
If the tests switch user, and the program run happens to honor TMPDIR,
it will fail because autopkgtest's TMPDIR is 0700 for root. Invoking
chmod 1777 $TMPDIR before switching users doesn't help because the
directory is somewhere deeply in /tmp/adt-something.
As the test temp files are probably not secret at all, I'd suggest
creating an 1777 TMPDIR directly in /tmp.
