QEMU runner now available

Hello all,

I just uploaded autopkgtest 2.8. This now has an official QEMU runner! It's not
very efficient or featureful yet; it's going to be much slicker in the next
release which I'm staging in the shareddir branch. But it works very nicely
already.

This is accompanied by a script to build Ubuntu test VMs from cloud-images,
essentially without any necessary configuration. I hope we can get a similar
script to build Debian VMs at some point, is anyone interested in working on
that?

This release also provides some new command line features, mostly for
configuring the test bed before running the actual tests.
