[PATCH 2/3] adt-run: add --upgrade-to option for upgrade tests

So perhaps if --upgrade-to is being used, there would be two env vars
$ADT_UPGRADE_FROM and $ADT_UPGRADE_TO; then tests could check that and
exit 0 early if they determine that they only apply to a particular
upgrade scenario, or only to upgrades, or not to upgrades? That might
be more flexible than inventing a lot of new syntax for the control
file?
