where to maintain DEP8^W autopkgtest spec now

For the record, this happened now. autodep8 landed in unstable, and I
just removed the hardcoded "guess control" bits from autopkgtest and
the spec; adt-run uses autodep8 instead (if available):

I don't think the "Automatic test control file for known package
types" section should/needs to go into the official policy, as it's an
optional feature of DEP-8 implementations. But I wanted to keep you in
the loop.
