The 'needs_recommends' test in tests/adt-run needs the non-free repository
enabled in the test schroot, otherwise the test fails with

  FAIL stderr: cpp-doc not installed!

(This is because the recommended package used for the test, cpp-doc,
 is in contrib and depends on the actual package in non-free.)
