Bug#762013: autopkgtest: detect test.pl in perl packages

I'm not sure what the case is for the autodetection logic anymore (with
the explicit Testsuite marks and the ci.debian.net whitelist), but as
long as it's there, please make it look for test.pl as an alternative
to the t/ directory.

Both Makefile.PL and Build.PL based build systems will run tests in both
test.pl and t/ if they exist, and so will pkg-perl-autopkgtest as of 0.15.

There are currently 168 pkg-perl packages in the archive that have a
test.pl file.  Some of them will probably introduce new failures but I
think that's OK at this stage.
