everything needed to develop debci should already be available in backports,
e.g.

$ rmadison ruby-foreman
ruby-foreman | 0.78.0-2~bpo8+1 | jessie-backports | source, all
ruby-foreman | 0.78.0-3        | testing          | source, all
ruby-foreman | 0.78.0-3        | unstable         | source, all
