I have reverted the versioned Provides in src:perl for now because
wanna-build is leaving some packages in B-D-Uninstallable (#867104)
due to no fault of their own.

The versioned Provides were introduced in sid with perl_5.24.1-5 a week
ago, and in the meantime a separate issue (that we could probably have
lived with for a bit longer at least) was found in autopkgtest and is
tracked as #867081.

I'm marking both these bugs as blocking the src:perl one (#758100),
and reopening that one.

I'm also about to revert the corresponding change for perl/experimental
so we can do the 5.26 transition without worrying about this.
