This webhook allows the automatic tagging of bugs as "pending" in the BTS 
for commits that contains the magic "Closes: #NNNNNN" in the log message.

Yes, in order to get the messages, one must subscribe to the keyword 
"vcs" on tracker.d.o.  The messages do not go to any mailing list. I just 
did it.
