Initial Comment:
SSL-tunneled protocols are necessary to ensure integrity and confidentiality. Axel should support them when configured so. This will add a dependency to openssl for those enabling SSL support.

There are no licensing issues with using OpenSSL.  In axel license, we could add an exception saying that we allow linking with OpenSSL and that is enough.  However, we should ask Wilmer if he is OK with this (since most of the code is his copyright).

Due to licensing issues, gnutls should be used instead of openssl.

Explicit FTPS will require more than just tunneling through SSL and is therefore adjourned to be considered for v4.
