Initial Comment:
Axel requires "HTTP_PROXY" or /etc/axelrc to be configured, if this is to partially be a drop in replacement for "wget" it will also have to look for "http_proxy" (note all lower case) since that is what "wget" (v1.10.2) seems to use (wget does not use "HTTP_PROXY").  Would make "wget" to "axel" transition simpler.
