[Bash-completion-devel] Drop support for bash < 3.2, objections?

I'd like to proceed with dropping support for bash < 3.2.  Note: instead of 
the < 3.2.25 discussed in the above links I suggest we do it for < 3.2.  
3.2.25 just happens to be the oldest version people are actively known to test 
with.  Sticking with < 3.2 instead of < 3.2.25 is easier to document and 
implement and "looks better" IMO.

Any objections?  I have a patch that does this one "git push" away.
