Turns out I ran into 648319, and bash-completion hadn't actually loaded
at all.  After manually loading it from
/usr/share/bash-completion/bash_completion, I can confirm that this bug
appears fixed.

I've also raised the severity of 648319, since it breaks the standard
user configuration that bash-completion recommended for years, that bash
has shipped in /etc/skel/.bashrc for years, and that numerous people
will thus have in ~/.bashrc .
