Setup:

    # . /etc/bash_completion
    # complete -p | grep tail
    complete -F _longopt tail

and "_longopt" from /usr/share/bash-completion/bash_completion I can see 
this behaviour:

    # tail /'/
<tab> gives
    # tail /'//
<tab> gives
    # tail /'///
<tab> gives
    # tail /'////
<tab> gives
    # tail /'/////

etc.
