Dear Maintainer,
When a .psqlrc file changes the output format, the psql completions stop working. A particular
is \pset format wrapped.
The fix is to pass psql the option -X, which causes it to not load .psqlrc files. This has been
applied upstream with https://github.com/scop/bash-completion/commit/9186add6
