Summary: Here is the RW locale

Initial Comment:
I'm attaching the rw_RW locale file I submitted to the
glibc project. We went some rounds with it, and then the
whole thing kinda went into Limbo. I wrote to "pere", and
it looks like they are just plain busy, and will fold it into
the release when they get around to it. In the meantime, here
it is, any feedback, comments, etc, will be highly appreciated.

Thanks for your interest, Steve.
Your locale has already been included, I checked all trivial bugs
found on upstream Bugzilla.

Maybe you should apply the following patch to encode some fields
in your glibc report.  It is not mandatory, but then your locale
is similar to existing ones.
