Initial Comment:
I'm in the process of initiating l10n/i18n for the following locales,
and would like to start off with belocs, as glibc requests haven't made
much progress since 10/09:
crh_UA: Crimean Tatar, Crimea, Ukraine
tt_RU at iqtelif: Qazan Tatar (using IQTElif alphabet), Tatarstan, Russian Federation

The starter locale files have been tested and are attached.
