[locales] New maintainer wanted for belocs locales

Hi there,

I started the belocs project to demonstrate that managing locales
outside of the glibc tree was possible, and to test changes in
belocs-locales-* Debian packages so that they can be more reliably
merged into Debian glibc.  This is still useful IMO, but I left
Debian a couple of months ago and stopped working on belocs locales.
A new maintainer is needed to manage
