Initial Comment:
Sorani Kurdish (ckb) is an official language of Iraq. Therefore this locale is necessary. 

There is an open bug report at sourceware for this (http://sourceware.org/bugzilla/show_bug.cgi?id=9809), but we feel belocs may offer a better chance to get this included in time. 

The author and maintainer of this locale is Aras Noori.

Please inform us about the necessary steps.

   http://sourceware.org/ml/libc-locales/

In LC_MESSAGES, you cannot copy ckb_IQ.  Either you write down definitions, or you copy definitions from an existing locale file, but it does not make sense to copy from the source file.
In LC_PAPER, you must remove the copy directive.  It does not make sense, as with LC_MESSAGES, and moreover you cannot mix copy directive and definitions, except in LC_COLLATE.
In LC_COLLATE, your definitions for letters look bogus.  You should explain which rules you want to define, and someone will explain how to write collation rules.

As you are aware, this thing is stuck at glibc bugzilla, because the file is said to be invalid. The author needs someone to review it because he can see no fault. 

We hoped you or someone else could at least help with that. Otherwise there will not be progress at all.
