There are several schools of thought.  The one I followed when setting 
up our Alioth group is one of least hierarchy:

 * All activities public readable (except mailinglist subscriptions)
 * All team members are admins
 * All Debian developers have git write access

You can do whatever mess you like on your own local clone of a git.  If 
others pushed changes while you worked, then git refuses to let you 
push: You will need to first pull and merge their changes before you can 
push.
