bts-link and ELinks bugzilla

Hi BTS linkers,

ELinks upstream uses Bugzilla and I understand that bts-link supports
Bugzilla.  However, I don't see any user-tags being added and no mails
are sent when upstream bugs change state.

I noticed that there is a btslink.cfg in git that has a list of packages
and upstream bug-tracker URLs.  Do I have to request inclusion of ELinks
in there?  How do I do that?
