btslink shouldn't ever be setting wontfix; this is a Debian specific
call, as we'll often fix bugs which upstream has decided not to.

It definetly shouldn't be setting wontfix when the maintainer has
decided that they're going to fix the bug.

[If anything, adding a usertag upstream-wontfix, is good enough.]
