bts-link: should support sf.net's tracker v2

If you want me to open a bug, please direct me, and I'm not subscribed
so CCs appreciated.

The bts-link config file seems to indicate that it doesn't recognise
Sourceforge's new tracker, whos addresses begin
https://sourceforge.net/tracker2/. This would probably save confusion as
the new tracker grows in popularity with submitters and maintainers.
