[Build-common-hackers] Bug#206955: cdbs: need DEB_UPDATE_RCD_PARAMS_package variable

Oh, there's a problem with the inetutils package: the different binary
packages require different update-rc.d parameters for dh_installinit,
so please could you implement DEB_UPDATE_RCD_PARAMS_package?
