In hindsight, that's probably a good idea.  Unfortunately I
don't think we can change things at this point without breaking
a number of packages.

To people reading on build-common-hackers: I have decided to use the
"upstream" tag to denote bugs which we can't fix due to backwards
compatibility restraints.  That way when we move to version 2, we
can go over these bugs and fix them then.
