[Build-common-hackers] Bug#224123: debhelper.mk: dh_link needlessly called twice?

Looking at the binary-install/% target, it calls dh_link at the
beginning and at the end. This seems unnecessary and actually causes me
a bit of a headache since I create links to replace some files, and the
first dh_link causes the dh_install to fail. So i say ditch the first
dh_link.
