[Build-common-hackers] Bug#202091: Missing many dh_install* calls

The debhelper module appears not to support a number of the dh_install*
programs, including dh_installlogcheck and dh_installogrorate.  It would
be desirable for all these programs to be called since they don't do
anything bad if there's no work for them.

Perhaps the cleanest thing would be for debhelper to provide a
dh_installall for you to hook onto, I don't know.
