It can basically go anywhere, since it does not depend on the progress
of the build.  One thing on which some people may need to be cautious,
is when a package's docdir is a symlink.  In this case putting it
after installdocs looks like a safe bet, but that really depends on
the structure of the "binary" target.

I don't think it would go away either :).  It is maybe even possible
that it gets integrated into debhelper at some time - joeyh seemed to
be interested in that when I first worked on this, although there are
surely things to change before that :)

That said, I'm not sure it's ready for full-project deployment yet.
There are still a couple of things to think about - even whether
/usr/share/doc/package is the right place for the information.
