So in a nutshell (I'm running late), here's my proposal for multi-pass
builds.

New varaible:=20
DEB_MULTI_BUILD =3D FOO BAR BAZ

The rules that look like:
common-configure-arch

would need to get overridden as:

common-configure-archFOO

This would probably require recursive makes to do sanely.  Done right, I
think it could be localised so that there was no penalty when the
variable's not defined.

The DEB_MULTI_BUILD stuff would only apply to
configure/build/check/install targets.  I don't think it makes sense to
apply to packages.

I'll expand more later.
