Bugs can be worked out wthout filing a bugreport. But they are bugs.
Small bugs are also bugs. Even non-bugs like wishlist items are "bugs"
in our BTS.

Policy violating bugs is "grave bugs" in our BTS.

In short: Feel free to file maybe-bugs in the BTS. If they are
not-at-all-bugs then the bugreport is easily closed (and it is
publicly known that the maintainer decided that that was not a bug).
