[Build-common-hackers] Bug#242088: should support DEB_DH_LINK_$(cdbs_curpkg) beside DEB_DH_LINK_ARGS

I need to call dh_link to link a manpage in only one package,
but if I set DEB_DH_LINK_ARGS in debian/rules, it'll be called
for every package, which results in a bug:

I would like to see cdbs supporting a DEB_DH_LINK_$(cdbs_curpkg).
