[Build-common-hackers] Bug#244156: cdbs does not call dh_installxmlcatalogs

I am cdbs'inizing scrollkeeper and noticed that its postinst was 
lacking calls to update-xmlcatalog, even though I have the
#DEBHELPER# string in it and the .xmlcatalogs in debian/

cdbs should handle that =)
