I'm currently working on a package that takes several minutes to
install.  It's quite a pain to have to sit through the install time
after time just to see how much farther the package builds get (which
isn't usually very much).  So it would be nice to be able to specify
that CDBS should use a debian/stamp-install file if you know none of
your Makefile fragments will change the contents of debian/tmp, so it
would only have to install once.
