[Build-common-hackers] Bug#284101: cdbs: tarball.mk isnt able to handle *.tar files

/usr/share/cdbs/1/rules/tarball.mk isnt able to handle *.tar files. it is only able to work with *.tar.gz files. i think this should be fixed.
