[Build-common-hackers] Bug#286461: should automatically generate build dep on dpatch if used

Hi,

when including /usr/share/cdbs/1/rules/dpatch.mk with
DEB_AUTO_UPDATE_DEBIAN_CONTROL := yes set, the macro @cdbs@ should
automatically contain an appropriate reference to dpatch.
