This seems like the sort of thing that debhelper should support (not
installing maintainer/shlibdep control files).  It's easy enough to
accomplish, however, by simply deleting files in the DEBIAN/ directory
after dh_installdeb/dh_shlibdeps/etc have run, but before dh_gencontrol
has run; thus, 'control' ends up being the only file in the DEBIAN/ subdir.

My fix for this:
