[Build-common-hackers] Bug#282319: cdbs: needs versioned dependency on xsltproc

Building cdbs on woody fails with xsltproc returning exit code 9.
xsltproc from sid does return 0 to the same command line.

Since xsltproc behavior has changed, and cdbs needs the later
behavior, there should be a versioned dependency.
