[Build-common-hackers] Bug#295884: cdbs: Changes control file to add new build dependency.

The new version seems to change the control to add patchutils to
the dependency list (when there is a control.in file).

This causes problem for package that were generated using and old
version of cdbs and are now build with the new version.

Please don't go and add build dependencies to packages.
