[Build-common-hackers] Bug#332501: cdbs-edit-patch should preserve comment in patch

I like to leave some comment at the top of the patch to describe what it does.
dpatch has a similar feature.  "patch" nicely ignores leading comments to a
patch.  But cdbs-edit-patch removes them.  It would be nice if the comments
before the first "diff" could be preserved.
