[Build-common-hackers] Bug#281055: python-distutils.mk: cds into DEB_SRCDIR but installs into root=debian/$(cdbs_curpkg)

Digging further into this revealed that have DEB_SRCDIR != . doesn't 
work at all in python-distutils.mk for a number of other reasons, so 
I've stopped looking at this for now.  I'm not even sure if this case 
is supposed to be supported at all.  Having a real example package to 
work with would help.
