I think putting it into debian-qt-kde.mk may be more appropriate, since
it is (currently) the KDE team's strategy, not a global policy.
If, in the future, we'd have a more general way to control this, like
designating certain build environments as "low memory" or "slow", then
I'd be happy to consider it further. But I'm afraid that if we put
arbitrary architecture-specific build variations in a central place,
then before long people will come with all kinds of crazy requests.
